It does not work like Sims 2 because the concept of a "closed neighbourhood" has changed to an "open neighbourhood" which basically means that time progresses without you unless you turn off story progression under options.
You can have that child live with you (assuming you want to) and then have them live at a separate lot by owning an additional lot - that's the way I do it.
In the end, no you can't but you can ^ alternate between the two households.
