I had this same problem. I'm not sure exactly what I did that fixed it (I tried multiple things). I'll walk you through the steps I took and hopefully they will work for you too  🙂    For (what I believe) the most likely one step solution skip to 6

1. Go into My Documents/Electronic Arts/The Sims3

2. Copy the entire Sims 3 folder and paste it at a different location (desktop etc) as a backup folder in case something goes wrong.

3. I deleted the following files from My Documents/Electronic Arts/The Sims 3 (not the backup folder). For more information about these files and the rest

    of the files in this folder go to http://simswiki.info/wiki.php?title=Game_Help:TS3_User_Folders_Explained 

        CasPartCache.package: CAS parts that appear in Create-A-Sim

        compositorCache.package: New objects that would appear in Buy/Build mode

        scriptCache.package: Mods or Hacks

        simCompositorCache.package: New Sims, default skins

        socialCache.package.package: Information about the social aspects (Introduced with Patch 1.31

4.  Open the Content Patch folder (My Documents/Electronic Arts/The SIms 3/Content Patch) and delete ContentPatch.package.

5.  Open the Download Folder (My Documents/Electronic Arts/The Sims 3/Content Patch/Download) and delete all of the files ending in    .part

6.  Open the the folder DCCache just inside of The Sims 3 folder (My Documents/Electronic Arts/The Sims 3/DCCache) and delete all of the files in    

      here.

7.  *I don't remember for sure if I did this or not* Delete all of the files inside of DCBackup (My Documents/Electronic Arts/The Sims 3/DCBackup)

8.   Open the launcher and install your downloaded content slowly (5 or 6 files at a time)-  not entirely sure if the amount installed makes a difference or

       not

9.   Play The Sims 3 and see if your DLC is there.

 

 

I definitely believe there are extraneous steps here, but when I was troubleshooting mine I just did a lot to be thorough and hope that it worked. I believe one of my caches was corrupted, so if yours isn't this may not work.  Hopefully this helps.

    Ah thank you so much kundalinirising! Your instructions worked perfectly~ I've been dealing with this issue since 1.55 update >< and I even tried to reinstall all my games and even removed my non-store bought CC but that did not work. It was so sad because I spent real money on store content and for it not to show up in game was starting to piss me off. but thankfully its all fixed now. :D thank you once again~ <3

    step 7 i think it is when you open the launcher... if im correct its a file "Sims3LauncherLogFile.log" well when i click it it goes to something on my macbook air called "console"... then what do i do. I am so new to this laptop and it looks so confusing??? 

    Ps. i did every single step too

    Did u hav to delete everything in the DCbackup folder? I hav the same prob
  • Trying all this as I type. Fingers crossed. It's 2017 lol

    Just bought a new laptop. I play the sims through steam... I've got years of purchases (£££) and having same issue of them not downloading. I have so far tried everything to get them on my game with no success, so trying your method

    Here goes....

    Just waiting for the game to load... takes bloody ages. ..

  • I have a hard time understanding the complicated computer stuff, but I know my store content is downloaded and installed successfully. I have a saved game where I built a huge house with lots of stuff in it, and when I load it up, it says it couldn't load certain items and they have been replaced. It only happens 90 percent of the time. I can load up the game and it works fine sometimes. I don't understand what is happening. I tried the repair to the game and it did nothing. Most of my store content works, I have just noticed specifically some curtains that wouldn't load. I don't know if it was any other items. does anyone know how to fix it?
