No, not only will that not work I'm afraid but Steam will not sell you any EPs or SPs (unless something has radically changed here very recently) unless you own the Steam version of the base game. So you would have to purchase an additional base game copy first. It still turns out to be a very good deal with the bundle pricing though and you should be able to register that new base game copy and WA when all is done for 1,000 Sims 3 Store points each.
I did this myself years ago because I actually wanted to switch to an all Steam install, not an Origin one, to escape the annoyances of Patch 1.69 and got a similar discount at the time during one of the formerly annual summer sales. :)
If you really want to stay on Origin, you can purchase the extra base game, the EP/SP bundle, and then try to use the Origin codes that Steam is supposed to throw in at no extra charge on Origin. This used to work flawlessly, but I think now players have to get customer service involved if they wish to do this because of some kind of tamping down on piracy/theft that was going on (or something like that).
