I don't remember for the life of me where I saw someone with this problem, but people were saying it may just be an update glitch. You have 40$ and it's 35$, but replaces the cost with the funds. You should only be charged 35$ even though it may say otherwise. I wouldn't risk it though. Have you tried contacting EA support? It might be a mistake on their end.

Wow. No idea how to help you though. Seems to be something on their end. You can wait a bit and see if anything happens in a few days, reset your computer, or log out and log back in. These are generally fool proof ways to deal with issues on a website/store. It does look like they were/are having issues with prepaid cards too.
