Where is everyone, the second time at University?

Currently, my sim is in her second round at University.  The first time around the classes were filled, plenty of students to be found.  For her to get her degree, she has to make a second trip to complete her credits.  But now when she goes to class she is the only one there.  There are sims around town, and plenty of them, but not during her class time.  How do I get the classes to fill up like the first time she went?  I do have NRaas mods if that helps.  Also, I am playing in University with EA's story progression active.  NRaas changes up too much in University so I leave it turned off in that world.
