Also, the "Manage Employees" window malfunctions and does not show who I have hired. Please fix this!

Hello...
I am having this problem as well. Before you toss my issue aside, please note that I have installed and attempted to use the "MC Command Center" and it was no use at all. My game went insane and decided to not only delete my staff, but caused them not to come to work at all as well as locking me out from hiring anyone else. Is this the only way to fix the deleted staff problem? Please let me know.

Did you turn on the module needed ? You can use the modless solution and just move them into a house after hiring.

This might not be relevant and I am sorry if appears that way, I understand how frustrating these bugs can seem. I built a bistro and housed all the staff so that they stay in the game and don't lose their experience. It works while I am playing the household that owns the bistro as I see the same staff work everyday.
However after swapping households the staff are all replaced by random townies, they have less skills therefore food quality & service is poor - the only upside is I think they're paid less! At first this struck me as very poorly designed, I can't think why the devs would build the game that way other than to make it more challenging because you have to keep appraising, training and promoting. Nevertheless it's still incredibly frustrating!
But then the first shift ends and all the hopeless townies are replaced by the regular fully trained and more experienced staff, and the restaurant is a happy place again.
I am sure the devs will fix the culling soon, because they must be able to see it's not working. In the meantime I think if you have housed your staff in the town then closing and reopening the venue should force the regular staff back into their roles.

I have other Sims working at my restaurant when I play a different family but on switching back, it's always my staff again.
Bit unsure if I understand your post correctly.
I totally agree that this needs fixing asap. Employee MUST be made save from culling (same for retail)
