[ARCHIVED] [FR] Tenant Events still happen when Rental Unit Events are disabled

How often does the bug occur? Every time (100%)

What expansions, game packs, and stuff packs do you have installed? All
Steps: How can we find the bug ourselves? Turn off Rental Unit Events in game settings, under pack settings. Play as a landlord. (Can be done in opposite order.)
What happens when the bug occurs? Tenants revolt, for no reason and despite events being disabled.
What do you expect to see? No revolt when events are disabled.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Installed For Rent.

How are you supposed to play extended family gameplay, or with a story in mind that means tenants don't randomly start protesting, when the setting that is supposed to disable events doesn't seem to apply to revolts? (How common revolts are and the fact that they happen when unit ratings are actively going up may or may not be related, I couldn't say).

This was happening in multiple modded saves, but continued to happen in a save that has never been touched by mods or cc. Literally just play as landlord and wait, no matter what settings you use or the conditions or relationship involved.

I have not had other events happen personally with events off, just revolts.

Edit: Apparently it's not just revolts. I was testing something else, and with events turned off, I now have a pet adoption drive. I guess I just happened to continually have revolts before.
