Steps: How can we find the bug ourselves? Here is how I got myself into this mess:

I had all mods disabled, however the mod folder is intact.I did have reshade enabled, but uninstalling it didn't change anythingI started with a red headed clumsy male sim in the newest neighborhood.He had multiple roommates to pay billsHe broke his lease to move to the eco neighborhoodI converted the community eco lot into a "residential rental"I used the kaching cheat multiple times, as well as the bb.moveObjects cheat, and the testingCheats true cheat. I set his needs to happy a couple of times.I unlawfully evicted a couple of neighbors. Whatever.I added on to the existing building, but as I tried to add a fourth apartment, it simply re-wrote over the second apartment. It would rename the second apartment from "2A" to "4" and combine the new apartment outline with the 2A outline. Both are now named "4".Removing reshade / uninstalling reshade didn't help.Restarting the game multiple times didn't helpGame is running via steam.area that I want to convert to new apartment is originally part of the "owner tenant's" main apartment.

What happens when the bug occurs?

I am unable to add a 4th apartment in a residential rental lot located in the Eco Lifestyle neighborhood.
My main sim lives on that lot titled "The Waterfront".
I have renamed 2/3 apartments.
- They are named as followes:
- 1 Waterfront
- 2A Waterfront
- 2B Waterfront
When I try to create a new apartment by selecting the main "room" and using the drop down menu to select "create unit" it overwrites the "2b" unit and names it "4". It also combines unit 2b with unit 4. It does not create a new unit at all.
using the 99 bb rental maximum cheat doesn't help, either.

What do you expect to see? I expect to see an entirely new unit created that doesn't alter any of the existing occupied units.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I’m trying to make an apartment building with 4 units every time I click create unit it just changes the color of the last unit I was doing

Try entering a new command (LT + LB + RT + RB on console, CTRL+LShift+C on PC/Keyboard) and enter {testingcheats true} and then {bb.increaserentalunitcap on} in your hotbar to update the unit cap. If it works, enter both commands every time you start your save. If it doesn't, also enter {bb.moveobjects} just to be sure. Hopefully it works for you!

I really appreciate your response and attempt to help! I know my original post is long, so you may have missed where I mentioned that I actually enabled that cheat code.

Strangely, it did nothing. The bug made me abandon that save file (RIP). And I’m convinced this is an issue with the Waterfront lot, itself.

People still come and randomly leave trash on the lot. Like entire ovens. There must be some code just completely clashing with For Rent code because of the special eco lot status. It’s a bummer. I was having a blast with that play through!

That's funny because I thought I was responding to the other reply, I never saw your original post... still new to the website! As for your problem, it's a real bummer that it didn't work AND you lost your save... I will now remember to not play on that lot!

@foresthag I’m having the same issue and my lot is in San Sequoia. I only have 3 apts right now but every time I try to add a 4th it just re adds it to the 3rd. I don’t have any mods on and even with trying the increase unit caps on code the issue wouldn’t resolve.

Sims4 For Rent is limiting my units to 4 units total. When I try to create a 5th unit, it automatically adds the unit to an existing one, and changes the color/name of all to something new.
How can I fix this? The rental cap is supposed to be 6.

I'm having The same issue on the moonwood mill library lot. The name also keeps defaulting back to moonwood mill library.

Having the same issue so I have Me Too'd, although I am getting this issue with using the rental cap cheat and trying to add my seventh unit.
The problem lot is the Twin Oracles lot in Newcrest - I was able to add more units previously (I had at least eight about an hour or so before the issue occurred), but then after setting all the rooms of an unoccupied unit back to shared to remove it (rather than clicking the bin icon on the menu), I then tried to create a new unit from a different room and, I didn't realise at the time, but it seemed to reset my seventh unit. After some testing and troubleshooting I am now stuck at six units but I can now reliably recreate the issue.
With the rental cheat off 'Create New' is greyed out as I already have six units, as expected. With the rental cheat on, 'Create New' is not greyed out, but when I select it the information of the second unit in the list is reset (the name, bedrooms/bathrooms etc) and then merges the new room with the unit that was reset. All the units in this lot are occupied by a played household except for one that was occupied via the rental menu.
I have attempted to make this change as the building owner household, the household that lived in the unit that was originally being reset when the issue first occurred, and from Manage Worlds > Build Mode, but I get the same result each time. I have also restarted the game to no avail.
I have found some potential fixes on Reddit where it looks like the issue is that a unit has potentially become corrupted at some point, and others have managed to solve the issue by managing to remove all of the units which seems to then eventually allow them to create new units again - I'm worried that if I try to do this I will end up just having a broken lot I can't do anything with and will end up having to abandon this save!

The same thing happened on my legacy save and I wasn't able to fix it, but I just went back and restored a save from before it happened.
