Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

No matter what I do every interaction except my sims who have that charity donate objects gaining fame will not work,
I am having trouble getting my sim's fame level to increase past level 3. They have got the little green bar up to the 4th star, but It won't level up to give me the 4th fame level no matter what I do to gain fame. I play with no mods or cc and never have. I have got the latest update of the game and I own all the packs except the kits and high school.
