Same thing is happening for my Sims' teen twins. Only one twin gets any of the tasks and only she can complete them, her brother doesn't get any tasks nor does anything he do count towards completing the daily tasks. At the end of the school day, only she gets a notification about her performance in things like exams, he just gets a standard message like if I'd sent him to school alone despite joining both of them, and it also shows the school/work icon next to his image. He didn't even get moodlets for completing exams like she did. He does however get pop-ups during class sometimes, so the game does seem to recognise that he's at school too.
ETA: never had any mods or CC on this save, and these are the first teens in the active household to attend high school. I play on PC. I've had this issue since day one of joining them at school and I've always selected to join both of them when I get the pop-up menu at 8am.
