I had exactly the same problem and might just have found the cause and solution of this bug. If your sim has a personality trait of "Proper", they cannot proceed with the arresting as they aren't able to get into a fight.
Thus, the solution is to remove the trait (e.g., using a cheat, see www.gamerant.com/the-sims-4-how-to-change-traits). Then try to check ID again, your sim gets into the fight and eventually arrests the suspicious sim.

@svihulka Omg this actually helped me because my sim had a “Proper” Trait and i was stuck after the “make arrest” and theres no “fight!” Action but after changing the traits with cheats i was able to continue the arresting mission and everything goes back to normal
