Just to let people know of my progress on chasing down this issue...
I wrote to EA about this previously. I did get a response, but I might have lost access to the email they sent because I had to change internet companies (it's not in my case page). They said that they were aware of the problem, it was on their list of fixes, and that they asked us to be patient because it's a complicated problem to fix.
That was about six months ago, and nothing. I've counted about four or five updates since this problem surfaced, and they've done nothing. To add insult to absolute injury, they crowed in their newsletters about teaming up with Ebonix and how proud they were of their efforts to make the game as diverse as possible.
ALL WHILE ignoring an error in the game on a major platform that renders characters with any skintone darker than tan into minstrel show performers if you want to use any of the game's default makeup options. I wish with all my heart that I could say that CC fixes this issue, but it doesn't. By the very nature of the layering system, unless it's got Blending Type 3 employed (overlay), it's an opaque addition that rarely blends with darker tones because people usually make this stuff on light toned sims.
If I have to round up CC creators and cause a stink on this, I will. It's been about a year now. It's shameful. If it was something stupid like wonky placement of a shelf or a badly coded thing attached to a cupcake maker, I wouldn't care. But this is a diversity issue, and while I'm white as salty porridge and hot tea in a teapot, I know my fellow simmers who are POC and have Macs are probably frustrated as hell with this, and they shouldn't be. If they were a company that cared about diversity as they say, they should have addressed this months ago.
I've sent them a new email. I am going to keep badgering them until this is fixed. I can't be doing with it anymore, and I'm sure you are all frustrated with it as well.
I’ve started to comment under every youtube video about fixes to help raise awareness and asking others to “me too” the case. It actually is maddening to see irrelevant “fixes” like a door being placed on a lot (which you could do yourself from bb mode) within a week when this is a MASSIVE issue for a year and a half. I work in IT and understand the nuance and complexities of which things get addressed, but not hearing this even acknowledged over the past 18 months is beyond frustrating…

i can't believe more people aren't talking about this, it's taking them absurdly long to even just acknowledge the problem, and the fact that this specifically affects darker skin tones and makeup just reeks. i hope they fix it soon, for this to remain unresolved for so long is actually crazy considering how much this game costs.
