@kaiwryplays Did you create both Sims yourself or is one a NPCs you moved in ?

Both of the new households I tried it with were sims I got from the gallery and placed in cas. One was engaged from cas and the other couple were roommates in cas and then I started having them flirting until they could ask each other on a date. @crinrict

    @kaiwryplays Could you try a couple you just create in CAS and see if it works for them ?

        @kaiwryplays Might be some hidden trait the Sims you downloaded has then
        As your not opposed to mods you can use either MCCC or SimsInfo to check what hidden traits they have.
