Ask on Date missing from phone/relationship panel

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.95.207.1230
What expansions, game packs, and stuff packs do you have installed? All the expansion packs, mostly all of them except my wedding stories, journey to Batuu and werewolves, for stuff pack I have all of them.
Steps: How can we find the bug ourselves? Try to ask a sim out from phone or relationship panel.
What happens when the bug occurs? No ask to date option to go on a date with a sim.
What do you expect to see? When I try to go on a date with a sim, I should see the option to ask on date on phone and relationship panel.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Since the last patch update, My sim is no longer able to go on dates with other sims unless I invite them to lot.

It seems like whenever I try to ask a sim on a date. the option is not there on the phone or the relationship panel. The only way I am able to ask a sim on a date is when I invite them to any lot I am currently on. If I travel to another lot other along with my home lot, the option is not there besides on the phone and in person but sometime I don't even get the ask on date option on either unless in person with the sim. Is anyone else having this problem and if so, have you found a solution to it?

So I noticed when I was doing some testing in my game, the glitch only happens apparently when I have the testing cheats enabled. Once I disable it, the dating option is there.just an update on what I've found so far for anyone with the same issue.
