[BY DESIGN] Meals at public venues/bbq's and spawn timers

When my sim/s visit the parks or public venues with bbq's I am frequently finding bbq's with meals half cooked on the bbq's. As in you can walk up to them and click 'resume cooking...' and finish the meal. No sign of whoever started the meal, it wasn't me. The sim may have walked away from this meal many days or sim-weeks ago and it's still there waiting to be finished. I realize this has to do with no story progression but the public lots are just not getting cleaned up. 

Similarly, if my sim/s or any other npc's cook in a park or public area and leave food on a table, it will still be there many days later, not spoiled, for me to have my sims eat again. I've been taking advantage of this annoyance so far, but it really is just annoying. I'll show up and do things, and then when I get hungry run off to a table where there is a meal that hasn't gone bad yet and eat it to save money or time. Or I'll go eat the meal I left there literally weeks ago game time.

Again I know there is no story progression but just because time stops on a lot when I am not "there" doesn't mean there couldn't be a clean up routine that checks how long it has been since I have been to that lot and if it's more than xx game hours then ... clean up the lot (and respawn minerals etc).

At the early part of the game I waited around for plants to grow literally. Days and days. Now that I am playing more than 1 sim, and juggling 2 sims with jobs that have different schedules, I can't run off and spend 36 in game hours waiting for spawners to reset or refresh or plants to grow or minerals to repop.

This makes looking for collectibles for collections nightmarish. 

I realize this is working as intended but it's also an exploit for me to leave food all over the game and just eat it whenever :P
