I have this, too, and the lack of plant growth is probably bothering me more than anything else, though I will probably get bothered by non-spawning dig sites as well soon enough. I know I could just freeze a sim's needs and stay at the lot for several days, waiting for plants to grow but that is very boring and really takes away from enjoyment of the game. It is literally watching grass grow. Or in this case a bush or tree.
At first I didn't mind as much because I was just playing a single sim, had gotten my don't-needs-sleep aspiration reward and I was staying out for days at a time. Cooking on a grill, using the toilets at the park. I'd only have to go home if I needed a shower (I didn't have the mostly clean one yet), people were around so I could keep social up.
So I could stalk plants for cuttings. Not ideal. But now I've picked all the dig sites clean, and with the second sim in the house, juggling multiple aspirations, multiple jobs, needs, and getting the relationship going, maintaining friendships, working on social events... you get the idea, and building up to the wedding and baby... I'm wishing I had waited on finishing all the collections and some other things before bringing in another sim.
So I truly hope they consider it a bug rather than an 'effect' or 'feature' of not having story progression.
Lot clean-up should be a separate functionality.

Yeah, someone even posted in another thread that if you have aging off, nothing every grows or spawns. This must be a bug.
@AerynStormcrow Since I think yours is the same issue as this, I've merged your post and it's answers in here. Also check @khynnea last answer
