If you let your Sim fertilize one plant at a time or you choose different fertilizers, then each item will be consumed on use as intended. However, you can pause the game and keep queueing the same item (not the same type, literally the same item) and it will fertilize all queued plants. One fish can fertilize 8 plants this way.

In this example I have 4 mushrooms, 6 queued plants, and am left with 3 mushrooms after fertilizing.
