Steps: How can we find the bug ourselves?
In a group social situation like a party or just a club or gym. Have a Sim chatting and as other Sims autonomously join the conversation, switch to one of the new Sims to speak to them directly and introduce your Sim.
What happens when the bug occurs?
The new Sims that have randomly joined the conversation will occasionally have a blank romance bar despite still needing to be introduced and despite using no romance interactions. They will even be Sims in a happy relationship who don't meet your Sim's preferences. It's completely random.
What do you expect to see? I don't expect to see a random blank romance bar, or any romance bar at all.
Have you installed any customization with the game, e.g. Custom Content or Mods?
On console never used.

Please describe the patch or change you made. Adding Lovestruck and associated patches.
It looks exactly like the image added by @Bts152 and it's only for a split second.
I've had issues (prior to Lovestruck and associated patches) where Sims gained accidental romantic interests in conversation so I assumed it was the same thing. But it's not, there's no pink on the romance bar. It's just an empty line and it's gone pretty quickly.
It's happening in group social gatherings, so the first time it happened it was at the Bluffs party. It's not happening when meeting Sims individually and so far my affected Sims have had maxed Charisma and Romance Skills. I'll be testing Sims without those Skills to see if they are affected too or if the skills are a factor.
At first I was worried my Sim had autonomously used a romantic interaction but then it kept happening.
