I am also having an issue, I was trying to move sims in manage world, and after a while, all the move (split or move etc.) buttons greyed out. I have tried going back to my family and back into manage worlds, and I have tried exiting to the main menu and entirely exiting the game, and none of this fixes the problem.
Edit: I found the solution. While moving sims between households, more sims appeared in my world, and I went over the sim limit. To fix this, go to create a new household, and in the box that pops up, change sims to unlimited, and then it will let you move them again.
I understand what you meant now... and a very risky move... but what I did just now was I moved 1 sim I wouldn't mind keeping into the home I want to move my other 3 sims into so they can transfer into that specific location. Highly annoying yes but until things are fixed what can we do?
