This is still mostly broken after the 1/11/18 patch.
It looks like an attempt was made to fix it, but it didn't work completely. What I mean is tags were added to the black swatch of the Base Game sneakers that look like Converse All Stars, which are the same shoes worn by the Nanny uniform, but for some reason the fix only took hold in Brindleton Bay with the stall vendors there.
I tested multiple times last night in San Myshuno, but each time the vendor spawned in a random assortment of shoes, sometimes correct gender, and other times not. I'm not sure what's going on, to be frank. With the correct tags in place, the vendors in San Myshuno should have spawned wearing the black sneakers but they didn't.
I put my fix back in that I made and all vendors spawned wearing those sneakers (the same seen in the picture I posted when I realized how to correct the problem, which is the white swatch of the Base Game sneakers that look like Converse), so I'm not sure why my fix works when I essentially did the same thing as Maxis: adding correct uniform tags.
I repaired the game after patching, like I always do, but I repaired it one more time to be sure, plus tried a new game folder. It didn't make any difference though. With my fix in the vendors all wear the same shoe, but with the fix out it's corrected in Brindleton Bay and broken in San Myshuno.
Why? I have no idea. I surmise it's something to do with the Situation tags on clothing, but I'm not totally sure.
