    Lots in Evergreen Harbor should now have some proper ground beneath them when accessed through build mode and the world should not look like it's underwater any longer.

    Fixed in Patch 1.84.171/1.52

Same here with me. 
I'm on a PC - 1.78.58.1030

No CC or Mods and with all the packs/stuff/updates that have ever been released to date.

Can confirm ALL the lots EXCLUDING The Old Mill are paddling around in this mystical blue surrounding only when entering the lot directly from the map into build mode. 

Was a little shocked as this was the first time I wanted to build in there since it's release (yeah..I know...It's been a hot minute) so unsure how long this has been glitchy. 

Attached is a screenshot of Canal Corner as a reference. Would load in more but the files are too big...but you get the idea.

Would love a solution not unless this world is THAT ECO that you guys intentionally skimped on the graphics 🤔🤣😜
