I do find it weird but I don't think it's a bug. It's just some weird mechanism.
Tagging @SimGuruNick though to get some insight
What makes you say that the original NPC who spawns, and makes an espresso or two, is an off-duty barista? Sounds like they're just a regular NPC who manages to play around with the coffee before the actual barista gets there.

I can 100 % confirm this bug. There are always 2 baristas in uniform. The first one doesn't start to work but keeps sitting and drinking in the café.
- simvasion9 years agoHeroWhen I arrive on the lot, at any time of day, there is a sim in a barista uniform. It's usually always the same one, a guy in my game called Hugh. He might serve a coffee or two, but that's ONLY if a visiting customer gets an order in quickly enough before he goes off to read a book or use the toilet before the next barista arrives about 20 seconds later.
Usually Hugh spawns in the middle of the cafe not even behind the espresso bar, so he 90 percent of the time manages to go off and play before accepting any orders.
The second barista has the actual red text job title when you hover over them, so either they take over and do the actual job or stand outside doing nothing.
If Hugh wasn't off duty then why is the game always summoning a second barista with the job name and having them both there at the same time and why doesn't he have the red job title?
It doesn't match other jobs like the massage therapists or mixologist where there are defined job shifts for separate sims who arrive at specific times.- crinrict9 years agoHero+
Is this about the barista being replaced right away (cause I get the same with the bartender in the Windenberg lots especially) or that they hang around for a while ?

Mostly about being replaced right away. It just doesn't feel like it's working as intended, especially when you ask all three baristas the game has chosen about their working hours and having them all being identical overnight shifts starting from 11pm to 6am. That's just a big indication for me that something is wrong, when the other NPC jobs like bartender have realistic working hours.
I've seen mixologists/bartenders also leave when I arrive at bar lots, but I can mostly attribute that to arriving during a scheduled shift change – they work from 6am to 2pm, 2pm to 10pm and 10pm to 6am.
For baristas, if you arrive during the day the first guy frequently gives up the shift for the next barista who spawns in shortly after your sim.

No, I can confirm that these aren't regular NPCs who just play around with the coffee machine. I've asked them about their career and they say they are a Barista at Bar None Cafe Services. They wear barista clothes instead of their everyday outfits (and I know how they usually dress because I check them in Manage Households).
This time when I arrived, a sim who I know is a barista called Shaurya was waiting in the middle of the cafe while my sim walked up to him to order a coffee (all of this is autonomous, I hadn't had time to do anything once the loading screen had ended). But Shaurya apparently really needed to pee and went to the toilet, ignoring customers heading for the bar. At that moment, the game summoned Eva Capricossa, who also has the barista job in my game, to take Shaurya's place. But it always takes about a minute of hanging around doing nothing while they do the hand-off, which is what really annoys me.
I still have more testing to do to confirm if it is some oversight with the default working hours set for baristas which is causing this behaviour. I haven't tried sending a sim to a cafe between 11pm and 6am yet, which is what the game says are the only working hours for baristas when you ask them about their career. If they work without issues during those hours, then that would explain everything.
EDIT: I tried sending a sim to the cafe at midnight, and there was no difference, so the working hours for baristas aren't the cause of this behaviour.

Just experienced this issue. My Sim went to South Square Coffee lot and was stuck there.
A barista was standing behind the counter and my Sim had an action queued to order food from them but that barista didn't have the red barista title on their name bubble. There was another barista standing just outside the building that had the red barista title on her name bubble. There were about 7 Sims standing in front of the counter and nothing was happening. No amount of resetting Sims or objects worked.
Finally, I went into build mode, removed the coffee machine and changed the lot into a residential lot. I was then able to get my Sim to go home.
No mods and no cc. I removed the few that I use yesterday in preparation for Seasons.
