Same issue, I have few off the grid households and cannot load any of them.

Removed the lot trait and it resolved the issue

        @954e1f1bd67792ab Woahlookatthesun made a bug fix mod for this called "Off The Grid Lot Challenge Bug Fix", that solved this issue me. You can find it on CurseForge, or the Sims 4 Mod Manager app if you have that installed. Just remember to remove localthumbnailcache in Electronic Arts\The Sims 4 before running the game after you've installed the bug fix.
