Do you have a pool on your lot ? Could you try deleting that for testing purposes to see if it then works ?

There's currently a bug with those and usually a minor cosmetic correction with the pool can solve the issue but to test, it's easiest to delete it completely, then check if it works.

Backup the lot and don't save.

    Just try making it smaller then, remove any walls or stairs that directly adjact to the pool
