Game stuck in animation loop

Which language are you playing the game in? English
How often does the bug occur? Often (50% - 99%)
What is your current game version number? 1.97.42.1230
What expansions, game packs, and stuff packs do you have installed? Every expansion, game pack (except Werewolves), and stuff pack. No kits except Blooming Rooms and Incheon Arrivals.
Steps: How can we find the bug ourselves? Play the game. Sometimes it happens after a couple minutes, sometimes closer to an hour with no obvious trigger. I have noticed it only happens in my household with twin toddlers.
What happens when the bug occurs? The game locks up; I'm unable to pause or speed up, though I can click the buttons. Sims are stuck in a sort of loop and I'm not able to click on any objects/other Sims. I can't save when this happens and loading screens load indefinitely. I have to force quit the game to get out.
What do you expect to see? For pausing the game to freeze sims, being able to pause and/or speed up, being able to interact with objects/other sims, being able to save and for loading screens to load through without force quitting the game.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

This seems very similar (if not the same) as what sarathehappyone shared in their post at https://answers.ea.com/t5/Bug-Reports/Game-stuck-in-animation-loop/m-p/12226679#M238830.

If my video doesn't load, the videos in their post are how my game looks when the bug occurs (though mine only seems to get stuck in first speed).

I've tried repairing my game through Origin, following Crincrit's guide to resetting the game without reinstalling (https://answers.ea.com/t5/Technical-Issues-PC/READ-FIRST-Troubleshooting-your-Game/m-p/3621199), taking out all CC/Mods and putting them back, etc. I've been able to play through whole Sim days in other saves (with and without CC/Mods) without the glitch so I'm guessing it's something about the specific save. Duplicating the save doesn't get rid of the glitch.

With my very limited knowledge, I'm thinking it might be a problem with the toddlers? None of my other saves have toddlers and in this one I have no problems when I go with my Sim to the scientist career. Of course, it might just be a coincidence.

If anyone has any insight that would be very appreciated! 🙂
