[GTW] Cannot contact aliens

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.89.214.1230
What expansions, game packs, and stuff packs do you have installed? all of them
Steps: How can we find the bug ourselves? try to contact aliens on the computer or the satellite and the option is greyed out.
What happens when the bug occurs? I cannot contact aliens because "this can only be done every 24 hours" even though it has been 3-4 in-game days.
What do you expect to see? being able to contact aliens.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Basically, I'm not able to contact aliens at all.
