Maybe you use a lock on the door of the horse house/horse fence, so the horse can't be free or leave the horse house/horse fence because a lock is already used.

@Lixisa17 I don't think locked doors on non-loaded lots have any effect on inviting Sims elsewhere.
The cause is definitely an oversight. The code that is needed for invitations did not get added to other lot types than residentials (cats and dogs work fine, but they forgot the horses).
