Hygiene keeps instantly dropping and nothing will refill this need

What expansions, game packs, and stuff packs do you have installed? Key, Cool Kitchen Stuff, Dine out, Get Famous, Get to work, Vampires, Realm of magic, Seasons
Steps: How can we find the bug ourselves? I don't know what is causing this so I'm not sure, it could be caused by the refill needs potion in Realm of Magic.
What happens when the bug occurs? (please see below)
What do you expect to see? The needs deplete and refill normally
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes, but I've removed the CC and the problem persists.
Did this issue appear after a specific patch or change you made to your system? This occurred the day after I installed Seasons, Realms of magic, and some clothing CC.
More detail:
My hygiene keeps instantly dropping to around 20%, no matter what I do. I've turned on cheats to disable need decay and it still drops. I've tried refilling the need by moving my shower, replacing my shower (it's not the shower/tub combo that caused bugs a few years ago), or even by other means like washing hands, and no matter what it will not refill. When I drink the Realm of Magic potion to refill needs, it will replenish to 100%, but within a few minutes it will instantly glitch back to 20%.
This only happens to one of my sims. My other sims don't have this problem, even when using the same objects/showers. Could this be related to the Realm of Magic Plentiful Needs potion? This started happening closely after they tried this potion.
I've tried going to Origin to repair the game, removing all of my CC content, updating on steam, using the "debug sim"/reboot command in game, and trying to work around it in game via cheats.
