[LDSP] Washing machine only shows upgrade

Product: The Sims 4
Platform: PC
Which language are you playing the game in? English
How often does the bug occur? Often, not my first experience with it, I avoid upgrading them normally because I always have to delete them but I was hoping this was fixed.
What is your current game version number? 1.89.214.1030
What expansions, game packs, and stuff packs do you have installed? Everything but: werewolves, wedding stories, batuu, knitting, tiny living, moschino, fitness, kids room, cool kitchen, perfect patio. (also none of the kits)
Steps: How can we find the bug ourselves? It just happens when you use the washers as normal use, I never do anything special or specific though this most recent circumstance my household didn't have funds for the bills so we lost power for like 2 days.
What happens when the bug occurs? Washer is completely unusable and non-functional. 
What do you expect to see? A functioning washer.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes, but the issue persists when mods are removed so it is not a mod related issue.
Did this issue appear after a specific patch or change you made to your system? No.

I have an ongoing bug with a washing machine in my Sims house, it is an upgraded washing machine which is why I would prefer to fix the issue but nothing I have done has fixed it.

When I click on it to use it, the only option that comes up is "upgrade" and that is greyed out, saying I can't do that with laundry inside however there is no laundry inside of it.

Steps I have tried to fix the issue:
Shift click and reset object

Deleted object and undo

Put into household inventory, exit B&B and re-enter then drag it back out

Repaired my entire game and all dlc

Disabled all mods

Placed a new washer next to it, washed some clothes hoping it would "reset" it

Moved it out of the house

Separated the dryer from the washer (even though it's sold as a set like this)

Problem persists.

I am out of ideas.
