This is happening to me and I don't have the Lovestruck expansion installed.
I went on a restaurant date and didn't get any credit when goals were completed. oddly enough the very first goal (get a table) worked, but nothing after that. The main "socialize with your date 10 times" also incremented. But the randomly generated goals ("order for table" and "socialize about meal 3 times") weren't recognized when I completed them.
I haven't played the Sims in a while so I don't know if it started due to the "Cozy Celebrations" holiday event but I'm wondering if that's interfering.
