@RandomUser0403 Hi have you tried clearing your locally saved data then loading your game? That's by going to Manage Game and Add-ons on Sims 4>Saved Data and clearing the small amount of data next to your gamertag just from your console. Then load up your game immediately and it will tell you it's doing a data synch. Let it do it's thing and it will retrieve your game progress. I attach images for you.
If you are a builder do you have a lot of saved library content? If so that can really slow down your game and cause issues. I keep mine below 10 items in fact right now it's only 1 item. I also clear some households out of Other Households and clear all household inventories before switching households. So if you have previous households with full inventories then it's best to clear those out. It prevents crashing and usually prevents lagging for me too. I also don't keep more than 3 save games.
Gallery downloads can also cause issues on console unfortunately, keep an eye out for any error codes. I can't download from the gallery at all without losing my saved data.

Hi there! Thank you so much for giving your advice. Just tried clearing the save data and unfortunately no change to the manage worlds issue but the loading time was definitely shorter than previous so it was probably overdue for that lol.
Regarding the data I have. I only keep 1 save game so its probably not that. I made a second save in an effort to try and solve this issue but no luck so I deleted it. I don't use household inventories as I do not make households and have deleted all of the pre made households on the save I use for building to save space and because sims can be really annoying lmao. I keep one household with one sim who I use as a scale reference/playtest sim.
I do have a fair bit of library content saved (maybe 50ish lots?) but it has never been an issue before and I would be very reluctant to get rid of it especially since that is the sole reason I use the game. In regards to the gallery I typically have no problems with downloading from there the issue I mentioned in my post was when I tried to place a residential lot and the lot placed fine but as I went in to edit the lot, the lot froze and when I then tried to place another build on the lot I got the error message that I cant place rental builds on a non rental lot? So I lost the use of that lot (the one in Tomerang's centre idk the specific name sorry). But that didn't overly bother me as I was able to make another save where the lot worked fine. I don't know if that have something to do with the issue I am facing as I was playing on the same save as the bugged out lot but I was in Newcrest when the issue with manage worlds first occurred.
Idk mate. I've never had issues with lots in the 6 years I've played the sims 4 on console which leads me to believe that it could be the for rent expansion as when I was looking up solutions I saw a lot of people have the same problem with being locked out of lots. I didn't see anyone with my specific issue though. I think my next step is to uninstall for rent and see if anything changes. I shall update if I can find a solution in case anyone else is having a similar problem.
