MY town isnt generating new Sims to fill Newcrest, or other empty buildings.

Question

Im having a problem with Newcrest. I built and layed out new buildings in the new area, but besides the businesses, the houses stay empty. Saw others saying the same thing. And wanted to add my voice to this issue.
