I don't seem to have this issue, do you have any mods or CC that might be causing this issue? Could you test and see how the game works without them?
*I have also never used CC.
Could it be your wall is full with notifications? Have you tried clearing it?
If that doesn't help, could you test and see if a new game also has that issue?I cleared all of my notifications, but still had the problem. I also started a new game, and it didn't help.
Do you think you can take a short video of the issue? You should be able to with the in game video options.
If you could make a new bug report in the bug forum and attach that video (you might need to upload it to YouTube).
