Similar issue, while my sim lived in the city the boxes would spawn all over, but since I've moved the household into a different world, the boxes have stopped spawning completely.
Previously on a save where my sim never lived in the city at all, I never got the boxes in the first place (And boy was I confused about what boxes the flea market festival was talking about!)
From my experience, it does not matter where you live in the city, as long as you live in the city the boxes will spawn, and otherwise they simply never spawn at all.
I have even spend a long enough time in a single neighborhood in the past for the posters to respawn multiple times, yet during that whole time not a single box spawned there.
On the other hand, while my new sim lived in a appartment, the boxes pretty much got thrown at me like snow globes are going out of style!
Same here, the boxes will only show up if I have a sim living in SM, No amount of waiting works for any of my sims living in another world. Posters are no problem, just no boxes, so I have to get lucky at the Flea Market, which is a random rare occurrence for me. I've repaired, verifies, reloaded, you name it. I've about given up.
