No option to publish book from mailbox and issues resuming a books in progress

Steps: How can we find the bug ourselves? Clicking the mailbox or asking your sim to resume a book
What happens when the bug occurs? My sim will go sit at the desk and then that's it. When trying to publish...the only option is get mail or pay bills.
What do you expect to see? I expect to see an option to either self-publish or sell to publisher
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

I'm not getting the option to publish books when clicking the mailbox. It's been a really long time since I've had a sim write books, so I don't know when this bug started. I've tried deleting, resetting the mailbox with no luck. I've also noticed issues when getting my sim to continue writing a book they already have in progress. They'll go sit at the desk and then nothing happens. I have to exit out of my game completely to get it to work and it only lasts for a short period of time before the issue comes back.
