I think this is a case for the feedback section over at the official forum and not a bug.

When your Sim gets invited to a date or if another Sim invites you ?
I've not had any issues with dates at all but it's mostly my Sims initiating them.
It was the other Sim inviting me. I'll try inviting a sim out, tomorrow if I have a chance and see how that goes.
Yeah, if Sims are inviting you, the dates seem to be a bit touchy. Many have complained about it.
I don't think it's a bug as such but rather something that needs tweaking.

Tried with me inviting someone, and it went much differently. Unlike when my sim was asked out, there was a list of goals in the top left.
The date ended well but seemed to bug near the end in a different way, with the two sims' actions being frozen (the rest of the sims in the apartment were fine), until I paused the game, after which the date ended, with a positive outcome.
I am not clear of your definitions though. "Something that needs tweeking' that is bloody annoying when it happens in that it tosses the relationship you have been working on for your sims out the window arbitrarily seems a lot more like a bug than a feedback issue. For future reference what would you classify as a bug?
