First of all, thanks so much for your numerous reports on this issue. This does really help our team a lot! We are continuing to investigate the issue, however, we have not been able to reproduce it successfully yet.
If anybody still sees this issue happening in their game and does not mind sharing a save file with us, that would indeed be super awesome as it would help our team a lot to gather further information about this issue!

Here's a save that is having the issue where I can't wash my dog. I've tried with the fancy jetted tub, a tube without an attached shower, a tube with an attached shower... He gets into the tub and my sim begins washing him, but the green circle never moves. In fact, in the attached save where it is now, he is absolutely filthy and I can't bathe him properly. Hopefully this helps you guys get to the bottom of this.
