In my testing this seems to happen due to insufficient space on the lot.
For example, the Delgato's back yard in Brindleton Bay doesn't have sufficient space and the interaction cancels with the no-pathing bubble.
If I take the sim & dog to the street in front of the house, off-lot or to a park with sufficient space (like the default park in Brindleton Bay), the play fetch action works.
To those affected by this, can you try on an empty lot or a large park?

It happens to me too. I remember we were able to do that in house before, in very small spaces... now we cant do it on the lot it seems, it work for me if I go outside of the lot in open flat space...
