I agree that this problem only started happening when I downloaded the horse ranch Expansion pack.
The similar bug is with the horse balls, the horse can't use it randomly until you buy the new ball. The dog's ball sometimes is getting half-stack into the ground, I tried buying the new one (helped in 20%) or elevating it with TOOL (helped rarely), some people were reporting this bug after terrain tool usage, but I never use it (prefer perfectly flattened lots), therefore something's wrong with the balls footprint falling below constraints limits. Mod "Pets can find objects on other floors" is innocent, this bug persists even in modless clean saves.
