I noticed that when the failed milestone is trying to trigger, the infant is thinking of a nearby chair, but since they're not close enough, it fails. When it tries to trigger and the infant is close enough to a chair, it finally works.
I would expect that, rather than outright failing, the infant would scoot or crawl over to the chair and succeed in the milestone, rather than simply failing like it currently does.

For me the infant wanted to pull to stand to a nearby chair, but the chair was scooted to a table so the infant couldn't interact with it.
- PipMenace3 years agoHero@kookiekween99 I'm starting to think the same thing. I've never gotten the pull to stand milestone for any of my infants. The most recent one I was determined to get it and started practicing standing with them all the time - nothing. Except. The last several times they practiced standing, everyone would freeze for a moment after while the infant thought about chairs. Since this was a somewhat rags-to-riches story, there wasn't really a couch or lounge chair in the house and no chairs at all in the nursery.
Thinking back, my richer infants never really practiced standing near chairs either - because after all the trouble I had with crawling, I was trying to make sure they had enough open space for the action not to cancel.- PipMenace2 years agoHero
Update, some months later: Yes, it's the availability of a chair. I've had several infants get this milestone now. You need to have a rocking chair or living room chair right near the infant or they don't get the pull-to-stand. It might work with a dining chair, but only if it's not attached to a table or desk. I've never seen it work with a dining chair myself.
No chair within a square of the infant? No milestone.
