[OPEN] [GT] [GF] 'Give Residence keys' are locked out on certain condition

Steps: How can we find the bug ourselves? 1. Start playing as 8-sim household. 2. Your household member A joined to "Club A", and B joined to "Club B". 3. As A, start a club gathering in your home lot. 4. As B, start a club B at your home lot. 5. As A, do "Give Residence Keys" interaction to Club A, B members(6+ sims).
What happens when the bug occurs? "A" can give a key to 3 sims. The 4th sim, however, cannot. Clicking 4th sim will show disabled "Give Residence Keys" option. The description of pie_menu says: "Too many roommates already". However, when I ended club gathering, travel to other lot and come back, sometimes you can give a key to more Sims.
What do you expect to see? Why did you put a limit in the first place? And what exactly is "too many roommates already"?
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
This is an easy-to-reproduce bug because I've already experienced this on many played households.
