Encountering this issue while trying to dress mannequins today. Unlocked assets won't stay from one manny to another. EG: Manny 1 dressed in unlocked doctor outfit. Go to dress Manny 2 and the unlocked doctor assets aren't showing/available and have been removed from the look. Manny 1 stays dressed correctly. If I want Manny 2 to have the same doctor outfit, I have to enter into CAS to apply those same unlocked assets again. This is clearly not working as intended or as it used to.
I noticed this issue when placing a lot I created 3/21 called Modern Sci-Fi Museum that had every manny dressed in unique outfits that include unlocked CAS assets. When placing today, many of the outfits have been changed. So this bug is affecting previously created outfits/builds too.
