[OPEN] [GTW] Paint By Reference Builds Photography Skill

The "paint by reference" action on the easel builds the photography skill.

Guess that stems from the fact that you take a photo for the paint by reference.

I think it was added to the base game functionality, hence it shouldn't build photography
