Same here, who do I have to woohoo to get some dinner? I hired a caterer to a residential lot and even if I locked the caterer in the kitchen they still wouldn't cook. :D
HOWEVER, I then hired a chef since I was using the Dine Out chef station anyways and that works just fine! (yeah it's more expensive but at least it works) I find it kinda funny yet infuriating that when you first hire a sim as a caterer, they just sit around and talk to people but when you force them to leave and hire the same person as a chef they suddenly find their work morale and start cooking. :D (Is it the pay grade? I dunno man I guess money motivates but 800 bucks for just one salad seems a bit much.)
So i guess there's a "workaround" if you own Dine Out? I'm not sure what the caterers actually are supposed to do since they don't work at all.
