I can confirm this is still an issue in V. 1.107.151.1020 DX9

I just tested in a mod/cc free game with cache cleared after seeing it in my modded game and this is exactly what happened.

Thankfully in my main save I figured out what was going on quick and was able to roll back to before I lost the ceremony. My G10 heir got named Valedictorian (first time an heir of mine has managed this milestone) and I REALLY want them to go to graduation! Now I'm just hoping when the time comes the ceremony actually works 🤞!

    I second this, in 2024, this bug is still an issue.
