They read this forum. I will do some more testing and then add it to the compiled list tomorrow or so.
EDIT:
I've checked the files and that's what I came up with
Skill Needed
Shapes: 1
vehicles 2
people 4
Animals 6
monster 8
Value at which paintings are created (lower level means if you're below that, you paint low, if you're inbetween, you paint mediums and if you are above, you paint high
Shapes: 5-20
vehicles 15 - 30
people 35 - 50
Animals 65 - 80
monster 55 - 70
The value is basically your skill level *10 with some mood modifiers. The highest negative modifier is -15, the biggest positive one +20. So for Monsters you can have 65-100 ((80-15) - (80+20)). As the value for low is < 55, that is never reached.
I think the values should be like this
Shapes: 5-20
vehicles 15 - 30
people 35 - 50
Animals 55 - 70
monster 75 - 90
So this can easily be fixed in a mod and hopefully just as easily fixed with a patch.

By the way I clicked on the solution bottom because i didn't know that appeared as solved problem, I wanted to have your post marked as the possible solution to the problem. I'm worried that EA think that it's solved and do nothing about it :S could you clear that up? haha

I removed the solution.
My suggestion was more of a explanation why it happens than a workaround.
I've added and changed the title to better reflect the issue

But why are monster level lower than animals although you need a higher skill ? Doesn't make sense.
Look at the numbers I posted above.
