Steps: How can we find the bug ourselves? Having all the adults/teens leave for work and picking the "send to daycare" option when the game offers either this or hiring a nanny. I do not know if this is relevent, but this is a bug that was fixed in Patch 1.68.154/ 1.33 so you probably already know what's the problem.
What happens when the bug occurs? Among my 3 toddlers, 2 were sent to daycare (not at the same time), and one remained at home alone.
What do you expect to see? I expect to see all toddlers disappear right away, and not one after another or not at all.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I guess this bug came back to life at some point, because I found an old thread reporting it, with a notification that it was fixed 4 years ago.
