After failing to upload this bug report three times I finally right clicked on the "Submit" button, chose "inspect element" then deleted the 'disable="disabled"' command and lo and behold it magically submitted! If anyone else is having trouble submitting perhaps that will help!

@KitturChennamma The form requires you to enter something in the comment field. just put three dots or n/a if you have nothing more to say. That should give you the submit button.
