Pets won’t care for their needs

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.70
What expansions, game packs, and stuff packs do you have installed? Cats and Dogs, Dream Home Decorator, StrangerVille, Nifty Knitting, Laundry Day, Tiny Living, Parenthood, Outdoor Retreat, Perfect Patio, Jungle Adventure, Vampires, Dine Out, My First Pet, Romantic Garden, Snowy Escape, Cool Kitchen, Vintage Glamour, Movie Hangout, City Living, Cottage Living, Backyard, Get to Work, Spa Day, Kids Room, Discover University, Get Together, Toddler, Island Living, Seasons
Steps: How can we find the bug ourselves? Don’t think anything specific sets it off, but after a short amount of time the pets will stop tending to their needs.
What happens when the bug occurs? Animals will either stand in one spot all day and night, or they will run around and follow the Sims, but they never stop to take care of their needs. They won’t eat, sleep, or go to the bathroom without being commanded to.
What do you expect to see? Pets standing around, or fixating on a certain object until the game pings that their needs aren’t being taken care of. They’ll often run away or pass out on the floor because they won’t sleep. Resetting doesn’t seem to solve anything permanently, they always revert right back to doing nothing.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

It’s been a while since I’ve played, but I recently returned and the pets won’t care for themselves! They won’t eat, sleep, or go to the bathroom unless commanded by the Sims. Resetting only helps temporarily, as they return to it within 30 minutes. I don’t want to have to keep constantly resetting the animals to get them to function properly. They often stand in one place or fixate on an object. They’ll follow the Sims, but they won’t eat, sleep, or bathroom. I get constant pings that they’ve run away, or their needs are low. They’re constantly passing out in random places, too.
