[PS4/XB1] Opening phone displays flashing circle

I play on Xbox one and I get the same issue. No mods. Just anytime the phone is opened a green circle that flashes in and out appears and continues indefinitely every 30 sec or so. 

I opened the phone to travel to the gym and ever since the phone opened it’s been blinking. 

This has happened to me in the past as well, it is very annoying but semi able to ignore.

it does not effect any performance just visually displeasing.
